The delay, which has left all 109 Nigerian foreign missions without substantive ambassadors for over two years, has drawn significant criticism from civil society organizations and diplomatic experts. The National Civil Society Council of Nigeria (NCSCN) has specifically urged the President to submit the list of nominees to the Senate by the end of November 2025.

The Minister of Foreign Affairs, Yusuf Tuggar, previously cited funding constraints as a reason for the delay, though sources now indicate the issue is being resolved. The President has also mentioned the difficulty of balancing competing interests in a comprehensive list.
