The Central Bank of Nigeria (CBN) has unveiled new minimum standards for the deployment, operation, maintenance and security of Automated Teller Machines (ATMs) across the country.
The directive, contained in a circular titled “Exposure of the Draft Guidelines on the Operations of Automated Teller Machines (ATMs) in Nigeria” and released on Thursday, replaces all previous ATM regulations.
Under the new framework, all card-issuing financial institutions are now required to deploy at least one ATM for every 5,000 payment cards issued. The apex bank said full compliance must be achieved within three years — with 30 per cent compliance expected in 2026 and 100 per cent by 2028.
The CBN also instructed that ATMs must be sited in secure locations that protect users and ensure transaction confidentiality. Machines should not be placed outside buildings unless they are properly bolted to the floor for safety.
In addition, the bank directed that ATM deployment, redeployment and decommissioning must receive prior written approval from the CBN. Independent ATM Deployers (IADs) are also required to obtain approval and meet licensing conditions, including proof of partnership with a commercial bank for cash supply.
